Requirement: I need a simple content management control for my web site.

I need a facility that will enable me to display items of content on a template web page. The content needs to be entered by the webmaster and then linked to a page via a code or ID value. Ideally I would like the content entry control to have some basic text formatting capability. I don;t mind what data storage capability is used. I have access to SQL Server, MS Access or XML.
